The implementation of a plan of Management of municipal assets is part of the best practices recognized and encouraged by all experts and certified organizations in asset management (NAMS, IPWEA, MAMH, NRC). The asset management plan water allows you to implement a sustainable and rigorous way a strategy to :

  • Identify and maintain an inventory of assets punctual and linear
  • To maintain at all times a good knowledge of the condition of the assets
  • Implement a strategy and a frequency of inspection adequate to support the understanding of the condition of the assets
  • To define the levels of service expected of the infrastructure and the trigger levels of interventions
  • To know the interventions required to ensure the longevity of the assets and service
  • To assess the need for intervention on the life-cycle of assets
  • To plan and implement interventions at the right time, at the lowest cost to the citizens

Moreover, the ministry of municipal affairs and housing Quebec (MAMH) launched in December 2023 a new grant program for water infrastructure, the PRIMEAU, 20 % of the budget dedicated conditional on the commitment and the production by the municipalities of PGA by 2026.

Since 2013, the achievement of provincial grants by the municipalities of Quebec, is subject to the production and regular updating of the integrated intervention plan-water-road, of which the deliverables must be submitted regularly to the MAMH. The production of these deliverables is based on a comprehensive analysis of the physical data (material, length, date of installation, date of rehabilitation, criticality, hierarchy, etc), state data (the number of repairs, results of inspection or testing, the results of the studies or analyses, hydraulic, etc) of the financial data and the location of the various assets on the network, in order to develop a comprehensive portrait of the status and needs for interventions in the short and medium-term (0-5 years) pipes of drinking water, sewer lines and roads, as well as opportunities for the coordination of interventions on multiple assets of the same stretch of street.

The management sustainable assets also controls the production of a plan of intervention for the active assignment in which the indicators of state, the behavior and the useful lives differ significantly from those of linear assets (water lines, sewer lines and roads). These include factories, reservoirs, pumping stations, or for pressure boosting in buildings, underground rooms. These structures which are components of civil, mechanical, process, electrical, or other need to be analysed and their needs in terms of interventions need to be identified, assessed and listed in a response plan so that the programming of the required work is strictly done, and the achievements will follow. The production of such deliverable is strongly encouraged by the MAMH who initiated the realization by the CERIU a first guide in this sense, published in May 2020.

The analyses of disuse permit from the state found or current assets and their useful lives theoretical, to predict their future behaviour, their length of life remaining, as well as the current positioning of the asset over its life cycle. The analyses of disuse provide important information to operators, engineering team and infrastructure managers. They allow to forecast the tactical and strategic namely financial, in connection with the needs of maintenance, inspections, interventions, investment, and especially of renewal in the future assets.

  • Establishment, measurement, and analysis of the levels of service of assets
  • Analysis of criticality for the municipal assets, including pipelines, roads and equipment of processes
  • Support to municipalities for the development and implementation of a strategy of testing and inspection frequencies of assets for the acquisition of state data active
  • Support to engineering teams and maintenance for the structuring of the data, the development of the needs, strategies, costs, and priorities for interventions on assets
  • Analysis and viewing inspections, CCTV, conducting detailed analysis of inspections of sewers in order to produce recommendations for interventions that meet the criteria of the ministry
  • Analysis of risk management in connection with the flooding problems, discharge and infrastructure resilience
  • Analysis of risk management in connection with the issues of asset Management, optimization of inspection and/or interventions
