Moreover, the ministry of municipal affairs and housing Quebec (MAMH) launched in December 2023 a new grant program for water infrastructure, the PRIMEAU, 20 % of the budget dedicated conditional on the commitment and the production by the municipalities of PGA by 2026.

Since 2013, the achievement of provincial grants by the municipalities of Quebec, is subject to the production and regular updating of the integrated intervention plan-water-road, of which the deliverables must be submitted regularly to the MAMH. The production of these deliverables is based on a comprehensive analysis of the physical data (material, length, date of installation, date of rehabilitation, criticality, hierarchy, etc), state data (the number of repairs, results of inspection or testing, the results of the studies or analyses, hydraulic, etc) of the financial data and the location of the various assets on the network, in order to develop a comprehensive portrait of the status and needs for interventions in the short and medium-term (0-5 years) pipes of drinking water, sewer lines and roads, as well as opportunities for the coordination of interventions on multiple assets of the same stretch of street.

The management sustainable assets also controls the production of a plan of intervention for the active assignment in which the indicators of state, the behavior and the useful lives differ significantly from those of linear assets (water lines, sewer lines and roads). These include factories, reservoirs, pumping stations, or for pressure boosting in buildings, underground rooms. These structures which are components of civil, mechanical, process, electrical, or other need to be analysed and their needs in terms of interventions need to be identified, assessed and listed in a response plan so that the programming of the required work is strictly done, and the achievements will follow. The production of such deliverable is strongly encouraged by the MAMH who initiated the realization by the CERIU a first guide in this sense, published in May 2020.

The analyses of disuse permit from the state found or current assets and their useful lives theoretical, to predict their future behaviour, their length of life remaining, as well as the current positioning of the asset over its life cycle. The analyses of disuse provide important information to operators, engineering team and infrastructure managers. They allow to forecast the tactical and strategic namely financial, in connection with the needs of maintenance, inspections, interventions, investment, and especially of renewal in the future assets.
